12 THE LOWER HUDSON New York State and some environmental groups have also called for more dredging in order to benefit the Lower Hudson south of Albany. EPA’s Record of Decision required active remediation only on the Upper Hudson but clearly benefited the Lower River. Prior to dredging, PCBs from the Upper Hudson were carried over the Federal Dam at Troy into the Lower Hudson. With significantly reduced PCB levels in water in the Upper Hudson, PCB levels in water transported to the Lower River have been similarly reduced. Indeed, water data collected after dredging showed PCB levels dropped by more than a third at Poughkeepsie. EPA and New York State have said the river is safe for swimming, wading, boating and use as a treated drinking water source.
